What I want to know is why congress cannot authorize a spending bill without adding more spending into it?

janice h asked:

Congress has added a pay raise for federal judges into the deal for the automakers. It seems as though someone always adds more spending into a spending bill. Isn’t it time they took a look at each individual item in such a bill and each item should be approved separately?

Much of congress is there to stay elected, to do whatever it takes to stay elected, which includes all sorts of agreements between themselves on special interest spending. If there was more publicity about every item, there would be fewer items. Telling us who exactly is behind every item of spending has only been promised to us by one man and he wasn’t elected. But bottom line, congress is put there by voters and non-voters. Citizens are the bottom line and where the buck stops. Blaming representatives is handy but useless. Being more responsible as citizens is the solution.
