How would this spending bill look if there were no recession? Anyone doubt that it would look about the same?

Remember the so-called “peace dividend” at the end of the cold war? Democrats were salivating at the thought of spending all the money we would get by closing military bases.

Can there be any doubt that Congress would be spending this money regardless of our financial situation? If not, isn’t it hypocritical of Congress to be passing this bill in the name of “stimulation”?
Celebrate, thanks for answering, but that was not responsive to the question asked. The question is about spending. I’m asking if this spending bill would look any different, given the current makeup of the Congress, if there were no recession.

The question isn’t about Bush or how we came to be in this mess.

(Personally, I blame both parties and am a member of neither, but that is not relevant either.)
Bryan, good point. I forgot about the tax cuts. Those would likely disappear.

I appreciate your input and value your opinion, but right now I’m just looking for your opinion on the above question only.

(And for the record, I think we can all agree that it is immoral to kill.)

    If Bush wouldn’t have ran off with the amost trillion dollar surplus he recieved from Clinton & if Bush wouldn’t have created a war so Bin laden haliburton could use our to secure construction contracts, then billing the tax payers with it the stimulus wouldn’t be needed at all. We were a highly functioning country. So we would not have this spending bill at all.EDIT: the reason I would be happy taking money & spending it on innovation such as education, scientifc resesarch, advanced technology is I think focusing on the military is backward thinking & immoral to kill.
