For law the same thing with clinton if congress there werent very many spending bills but because george was in power for years while republicans ran congress doesnt pass spending bill the president cannot.

Just to prove your point: Clinton was more fiscally conservative than any president we’ve had in the last 20 years, and possibly beyond that. You can’t argue it any other way looking at the records.
