How can Obama say there will be a Tax Cut for 95% but 1.4trillion in spending? ?

I do not understand how people can believe in these tax cuts obama is promising. If you do the math it doesnt add up. 95% of americans he say will see a tax cut under his plan, but yet he is proposing 1.4trillion in new spending. Experts have done the math and say by taxing the wealthy your would accumulate about 200 billion dollars under his plan that still leaves about 1.2 trillion coming from somewhere?
Are people really stupid enough not to understand it will come from taxpayers? Now this is over a 4 yr time period. That equates to a bailout bill being passed every 2yrs approx. Around 350 billion every year!!
